Guest Speakers:  Kellye Turner & Rhonda Kuykendall

Kellye Turner, East Regional Advisor – Office of the Texas Governor, Child Sex Trafficking Team Kellye joined the OOG CSTT in February of 2023. Before joining the Child Sex Trafficking Team, she served more than 28 years with the Texas Department of Public Safety. She worked as a Trooper, Sergeant, Lieutenant, and Captain in the Driver License, Regulatory, and Criminal Investigation Divisions. Kellye graduated from the University of Houston in 1992 with a BA degree in Sociology. Kellye completed the Police School of Staff and Command with Northwestern University in 2006. Throughout her professional career, Kellye has served as an instructor for various topics as well as speaking at different conferences covering a variety of subjects.

Rhonda Kuykendall serves on the Texas Human Trafficking Survivor Leader Council. She is a consultant, speaker, legislative advocate, and survivor leader. She recently graduated from the University of Houston – Downtown with a bachelor’s in social work and is pursuing her master’s in social work at the University of Houston Graduate College of Social Work with a focus on political social work. Working as the Anti-Child Trafficking Consultant for Texas CASA, Rhonda is implementing anti-trafficking protocols in CASA programs across the state. She chairs the Fort Bend County District Attorney’s Human Trafficking Community Awareness Team. She serves on the Board of Directors of Child Advocates of Fort Bend and RedM the Movement.

Rhonda received the 2023 Paul H. Chapman National Award from the Foundation for the Improvement of Justice. In 2022, Rhonda received the UHD College of Public Service Social Justice award. Child Advocates of Fort Bend awarded Rhonda the Legislative Advocate of the Year and Child Advocate of the Year in 2019, and in 2015, she received the U.S. Congressional Medal for her work in Austin enacting legislation to protect children from sexual assault.
